АННОТАЦИЯ
В данной статье рассматриваются современные трансформации образовательной политики США, Германии и стран Юго-Восточной Европы, направленные на формирование и восполнение кадрового потенциала в условиях глобального дефицита квалифицированной рабочей силы. В центре анализа находятся институциональные инструменты развития человеческого капитала: модели дуального и интегрированного профессионального образования, механизмы признания квалификаций, а также практики включения мигрантов в национальные образовательные системы. Показано, что международная академическая мобильность формирует дополнительный резерв трудовых ресурсов, однако ее эффективность в полной мере определяется сочетанием образовательных стратегий университетов и миграционно- визовых режимов принимающих государств. В работе выявлены ключевые барьеры и стимулы, влияющие на приток и удержание иностранных студентов, включая регуляции трудоустройства выпускников и особенности национальных рынков труда. Отдельное внимание уделено возможностям применения зарубежных моделей в Армении. С учетом демографических трендов, структуры трудового рынка и институциональных ограничений оценивается потенциал адаптации отдельных элементов – от развития дуальных программ до совершенствования процедур признания квалификаций. Методологическая база исследования включает систематизированный обзор публикаций 2020–2025гг., сравнительно-исторический анализ, а также изучение нормативных документов, статистических материалов и аналитических отчетов международных организаций (OECD, UNESCO, World Bank). Полученные результаты позволяют сформулировать рекомендации по повышению эффективности образовательной и миграционной политики в контексте долгосрочных потребностей рынка труда.
